The Enclave is a powerful and secretive faction in the Fallout universe that claims to be the continuation of the United States of America. Originally a deep state within the pre-War federal government, the Enclave is made up of high-ranking political, military, and corporate figures. Their leadership is hidden, and their members are drawn from the military and federal law enforcement.

The Enclave operated in near-total isolation after the Great War, with their stronghold located at Control Station Enclave off the coast of California. During this isolation, their xenophobic and nationalistic culture grew, leading many members to see the wasteland inhabitants as degenerate mutants fit only for slavery or extermination.

The Enclave is the main antagonist in Fallout 2 and Fallout 3, and a joinable faction in Fallout 76. They are known for their advanced technology, including the iconic Vertibird aircraft and powerful Mark II power armor.

The origins of the Enclave can be traced back to powerful individuals from across the United States, including presidents, scientists, military officials, and wealthy industrialists. They were involved in deep conspiracies and secret operations, even covering up the existence of extraterrestrial life.

As the Resource Wars escalated and the risk of nuclear war increased, the Enclave took measures to ensure their survival. They invested in various contingency measures and established installations, including the presidential oil rig and the Whitespring Congressional Bunker.

The Enclave also utilized the Vault-Tec network of underground shelters for experiments and monitoring. They had plans to expand into space and settle on another planet, believing that Earth would become uninhabitable due to nuclear war.

The Great War in 2077 resulted in the destruction of the Old World and the creation of the post-atomic wasteland. The Enclave retreated to their fortified areas, and communication with other outposts was abruptly cut off. They decided to take control of the United States, and the Enclave declared themselves the new government.

The Enclave's rise to power in the Capital Wasteland led to conflicts with other factions, such as the Brotherhood of Steel. The Brotherhood, aware of the Enclave's genocidal plans, fought to protect the wasteland from their tyranny.

Despite major defeats, remnants of the Enclave still exist, scattered and hiding in the shadows. Their advanced technology and military might make them a formidable force, ensuring that the Enclave's legacy remains a force to be reckoned with in the wasteland.
